Public Works & Maintenance

In 2017 the City of North Battleford divided the Public Works and Maintenance Department into the Department of Utility Services and the Department of Infrastructure Services.

The Utility Services Department looks after the Water Treatment Plants, the Waste Water Treatment Plant, and the Waste Management Facility.

The Infrastructure Services Department includes the maintenance of City-owned roads, streets, sidewalks, parks, green spaces, equipment, repairs, cemetery and urban forestry.

The Underground Pipeline and Asphalt Rehabilitation (UPAR) Program was implemented in 2015 to provide clear and predictable funding for the replacement of ageing and deteriorating infrastructure. Prior to UPAR, projects were funded through either utility rates, or the local improvement process which charges project costs directly to the fronting property owners. The UPAR, however, collects revenue from all properties through a combination of a frontage based levy, and an infrastructure utility fee.

The clear, predictable funding from the UPAR program allows the City of North Battleford to meet stated budgeted objectives while maintaining predictable cost impacts to the rates payers.
