Youth terms of reference

Be part of a Recreation Advisory Committee in order to provide input on matters relating to youth in the City of North Battleford. The Committee’s objective is to encourage the youth representatives to obtain a youth prospective and provide input into a cross section of youth issues which affect the community of North Battleford, particularly focused on existing and future recreation opportunities, programs, facility development and enhancement. 

General purpose

Youth involvement in the City of North Battleford’s Recreation Advisory Committee will aim to stimulate and promote youth interest in civic recreation issues within the City of North Battleford and serve as a forum to express the opinions of youth from the City.

Mandate

The mandate of the Youth Representatives on the committee will be to provide a bridge between Recreation Services and the youth community of North Battleford.

  • Identify present and future concerns of the youth in North Battleford related to Recreation Services.
  • Raise awareness of community youth issues in general where Recreation Services may act as a champion for involvement.
  • The youth representatives will:
    • Provide feedback on recreation opportunities, trends, ideas, and issues.
    • Provide reports to the committee as applicable.
    • Provide input on planning and projects that improves recreation (and community) services that affect youth which in turn may indirectly strengthen recreation projects and priorities identified as being important to youth and strengthen partnerships and relationships with organizations that incorporate or support youth activities and interests.

Committee Expectations of Youth Members

There are four to five meetings in any given year, and members are expected to attend all of them, barring unforeseen circumstances. If members are no table to attend one of the scheduled meetings, it is expected that they will inform the Director of Parks & Recreation or the Chairperson of the Recreation Advisory Committee.

Participation in the Recreation Advisory Committee activities, both in and out of meetings could include:

  1. Sask. Lotteries Community Grant Program: Review, discuss, recommend. 
  2. Review issues pertaining to recreation in North Battleford
  3. Respond to queries from the committee members or the Director of Parks & Recreation

Youth members are expected to read emails and respond with feedback if requested in a timely fashion.

Members are also expected to treat other committee members with mutual respect. Negative comments towards other committee members will not be tolerated.

Youth members are of a limited number therefore if a member’s situation changes and they are not able to attend most of the designated meeting times, it is an expectation to resign, (in writing) and to give the opportunity to another applicant.

Meeting information

The term to this committee is one to two years, dependant on grade.

There are four to five meetings per year and meeting are at the Don Ross Community Centre, 891 99th Street.

  1. Member of City Council: 2
  2. Members at Large (Community): Minimum 2 to 4
  3. Rep from each of the High Schools: 3 total (one per school)
    1. North Battleford Comprehensive High School
    2. John Paul Colligate II
    3. Sakewew High School
  4. Director of Parks & Recreation

  • Tuesday, January 7, 2025, starting at 5:30 p.m.
  • Tuesday, March 11, 2025 (if needed - yearend), starting at 5:30 p.m.
  • Tuesday, April 8, 2025, starting at 5:30 p.m.
  • Tuesday, June 10, 2025, starting at 5:30 p.m.
  • Tuesday, October 7, 2025, starting at 5:30 p.m.

Single majority (50 percent plus one)

Members shall notify the Director of Parks & Recreation at least one week prior to a meeting when the member will be absent. Any member who is absent from three (3) consecutive meetings or a majority of meetings without a valid reason will be contacted by the Director to determine if that member is still interested in sitting on the committee.

At each meeting, the youth representative will provide a brief (oral) report on items affecting the youth with respect to recreational opportunities and or development, trends, ideas obtained through the school they represent, or other sources within the community.

On an annual basis, every youth representative on the Recreation Advisory Committee shall submit a summary of their individual and/or group accomplishments to the committee, to provide a recommendation for improvement to the overall experience. 

Youth Representative Expectations

  1. The Parks & Recreation Department will keep records of the meetings attended and provide an official record upon request. 
  2. Hours will be calculated at a rate of 2 hours per meeting plus an additional 1 hour per meeting to account for time spent on email discussions and reviews.
  3. Time spent attending the Recreation Advisory Committee Meetings and/or other programs/events/volunteer activities will be recorded as well.

If a member requires a reference for an application, the Committee chair, or Director of Parks & Recreation will provide it, so long as the request is deemed appropriate, and the reference would be specific to the involvement on the committee.
