2025 Budget receives approval by City Council

The City’s 2025 Budget got the green light from City Council at a Special Council Meeting on Thursday evening. The budget incorporated a number of changes and recommendations from Council after three public deliberation meetings were held earlier this month.

Property taxes will increase by 4.39%, comprised of three areas: a 1.93% increase for City Operations, a 0.88% increase for capital projects, and a 1.58% increase for policing services. With 2025 as a SAMA property revaluation year, changes to the assessed value of properties may be forthcoming. Based on the current (2024) property valuations, the tables below outline examples of monthly and yearly impacts of the approved 2025 property taxes:

The 2025 Budget does not include increases to either the Recreation & Cultural Capital Facility (RCCF) levy or the Underground Pipe & Asphalt Replacement (UPAR) fund.

Incremental increases were also approved for the Waste Management Facility, with a 0.1% increase to recycling collection charges (monthly increase equivalent to $0.01) and a 5.2% increase (monthly increase equivalent to $0.62) to garbage collection charges. The 2025 Budget approval came in two parts, with water and sewer utility budgets being approved by the former City Council on October 15, 2024. Increases for water (6%) and sewer (4%) utilities were set prior to the election to ensure amended utility rates were in place for the 2025 calendar year.

Mill rates to determine the amounts of 2025 property taxes are expected to be set in May. Questions about property valuations may be directed to SAMA at 306-446-7665.
